When i go to a raid i usually get 1k gems, but sometimes i get more the highest i've gotten is like 20k. I wanted to know how does it judge the reward. Is it by the players balance? and if so what percentage does it take from the player?

the min of gems you can get is 1k but when you raid people it depends on how much money they have if they have 1 mill you'll get about 100k or so

The amount of gems you get is based on the amount the player you are raiding has. I believe you get 10% of their total gems, and if they are in a clan, 5% of each other members total gems.

The minimum you can receive is 1000 gems.
